Sales-tax/GST rates used by Receipts, Subscriptions, and Ongoings, distinct from the income-tax tax deduction categories. Each rate has a name and percentage, or can be marked manual to enter the tax amount by hand instead of calculating it.

This screen also sets the default rate pre-selected for new entries in each of Receipts, Subscriptions, and Ongoings. Set them independently per module.
